When depends on your own body. Soon is the best anyone can really tell you. If you have buds, your hormones are starting to be activated. You can also expect to begin having periods soon too. How large your breasts will end up being depends on your genetics. Look at the women in your family on both sides. You'll fall somewhere within that size.
You need to speak with your mom or a woman you can trust. Do you have Family Life Education in your school? If not, you can also ask to talk to your school nurse.
A good book you can take out from the library is called, 'Woman's Body, An Owner's Manual.' It will answer all of your questions and tells you all about the changes a woman's body goes through from puberty (which you are entering) to menopause (which is the end of menstruation.)
